The coronavirus causing such mayhem around the world has mercifully left much of Germany relatively unscathed compared to the rest of Europe, but the pandemic has nevertheless caused serious damage to continent’s leading nation in one vulnerable spot – its historically close ties to the United States.

Exacerbating simmering anti-American sentiments in Germany, the coronavirus crisis has caused a major erosion of public support in Germany for its traditional allies in the US while feeding into a narrative of doubts about America and its President Donald Trump for its erratic response. Covid-19 has claimed almost 320,000 lives worldwide – including 90,000 in the United States and 8,000 in Germany.

At the same time, German views of China have seen an improbable improvement in the months since the outbreak of the virus that was first detected in China, according to the surprising results of an opinion poll published in Berlin on Monday. A pivotal nation in Europe between the United States and China, Germany is the world’s fourth largest industrial nation with rapidly expanding commercial trade with China.

An opinion poll done together by the Koerber Institute in Germany and the Pew Institute in the United States found that 73 per cent of Germans say their views of the United States have worsened due to the coronavirus crisis. The representative survey of 1,000 Germans also found that 37 per cent prioritise their country’s relationship with the United States, down considerably from 50 per cent in November 2019, while 36 per cent of Germans now prioritise country’s relationship with China, up from 24 per cent recorded in the last survey six months ago.

“These results are somewhat striking as they stand in contrast to the overall relatively negative media coverage in Germany of China’s crisis response,” Barbara Pongratz, a researcher at the Mercator Institute for China Studies in Berlin, said. “They also confirm what is so obvious: there has been no leadership whatsoever from Washington – on the contrary.”

Pongratz added that China’s improved standing in Germany was most likely because China appeared to be leading the way out of the pandemic, well ahead of Germany and the rest of Europe. She said China’s “mask diplomacy” – the country’s distribution of face masks and other protective medical equipment – and the accompanying efforts by China to make sure those efforts were recognised have been having a positive impact on China’s standing too.

“The United States has been the most important partner for Germany and Europe for so long,” he said. “We’re seeing a dramatic acceleration of the trend away from that. We’re also seeing what kind of damage that one person, the American president, can do.”

Jaeger said Germany has long been one of the United States’ closest allies anywhere in the world and added the major shift in public opinion would raise eyebrows on both sides of the Atlantic. “Transatlantic relations have hit a new low,” he said.

There have been some surprising outbursts of anti-American sentiment from elected officials in Germany in recent weeks. The mayor of Berlin and his interior minister recently caustically criticised the United States, prematurely blaming the United States for commandeering a planeload of face masks that never mysteriously disappeared.

There were nearly 250,000 US servicemen in West Germany and West Berlin defending the country throughout the Cold War and there are still about 40,000 American military personnel in Germany today – by far the largest contingent of US forces in Europe. But scepticism towards the United States has grown in recent years and even the centre-left Social Democrats (SPD), junior coalition partners in Chancellor Angela Merkel’s government, recently called for the United States to remove its nuclear weapons from Germany – breaking from a decades-long consensus in Germany that the American missiles are here as part of Nato’s nuclear sharing arrangement to protect the country and its allies.

“Germany is highly dependent on the United States for its security,” said Joshua Webb, programme manager for the Berlin Foreign Policy Forum, the Berlin Pulse, that worked on the survey. He said most Germans don’t realise how important the United States is for their own security.

“What we’ve seen in this poll is that transatlantic relations have hit a new low as far as public opinion goes,” Webb added. “Germans have become even more sceptical of President Trump. At the same time, China has become more skilled in its messaging towards the Europeans than the United States.”
